Before buying a web-design software we must be clear of our objective.

Whether we want to buy WYSWYG or a html coder that is the foremost decision we must take.After we have decided that,next we must consider :

Ease of Use
                      
Whether each of the menu is self-explanatory ?

Is it easy to publish the website into the webhost ?

Is it easy to draw shapes,import images,paste html,create links ?

Is it easy to create a site map ?

Find the Limitation 

Is there any difference between the published webpage and the preview shown by the software?

Do the software allows you to edit the html code ?

Do the software allows you to enter title,keywords,heading1,heading2 etc.so that it becomes  more search engine friendly?

Do the designer allows you to paste readymade javascripts or php code ?
 
What is extra ?(Not required but if available increase the weightage)
                       
Do the software have an image editor ?
                       
Dothe designer have adequate collection of templates,buttons,clipmarks,image bars ?
                      
Do the software allows to create animation ?
                      
Is editing buttons possible ?
                      
Is direct publishing to blogs possible ?
                      
Can the designer create a database ?
 
Selection Method 

 If the answers to the maximum questions in the 'Ease of Use' section is "Yes" for a certain software.

 If answers to maximum number of questions from the 'Find the Limitation' section is "No" for the same software?

 If even some of the questions of the 'What is extra ?' section is "Yes"

And if the price is under your budget or slightly above your budget then that particular software
can be selected to design web-pages.
