Do the software allows you to edit the html code ?
Do the software allows you to enter title,keywords,heading1,heading2 etc.so that it becomes more search engine friendly?
Do the designer allows you to paste readymade javascripts or php code ?
What is extra ?(Not required but if available increase the weightage)
Do the software have an image editor ?

Selection Method
If the answers to the maximum questions in the 'Ease of Use' section is "Yes" for a certain software.
If answers to maximum number of questions from the 'Find the Limitation' section is "No" for the same software?
If even some of the questions of the 'What is extra ?' section is "Yes"
And if the price is under your budget or slightly above your budget then that particular software
can be selected to design web-pages.
